10 April 2007 - New Aviation Security Measures to restrict Liquid, Aerosols and Gels (LAGS) on flights from Singapore

The Council of the International Civil Aviation Organization (ICAO) has issued new interim security control guidelines for the screening of Liquids, Aerosols and Gels (LAGS) that may be used in improvised explosive devices on board an aircraft.

The following restrictions on the carriage of LAGs in passengers' handcarry will apply:
LAGs taken through the screening point, for flights from Singapore, must be carried in containers with a capacity no greater than 100 ml.  LAGS carried in partially filled containers larger than 100 ml will not be accepted
Containers should be placed in a transparent re-sealable plastic bag of a maximum capacity of one litre. The containers must fit comfortably within the transparent bag, which should be completely closed
Only one transparent re-sealable plastic bag will be permitted per passenger
The transparent re-sealable plastic bag must be presented separately for examination at the security screening point
Exceptions will be made for medications, baby milk/foods and special dietary requirements in LAGs form. These items will be subjected to additional checks and verification at the screening point
Exemptions will also be made for retail liquid items bought at the airport or on board the aircraft and packed in sealed transparent tamper-evident bags by the airport/airline staff.  The receipt shall be clearly displayed in the seal bag and the date of purchase shall coincide with the date of travel.
To facilitate screening and avoid a cluttered x-ray image, it is recommended that the plastic bags holding liquid containers should be presented apart from other cabin baggage, coats and  jackets or laptops for separate x-ray screening.

The recommendations are based on the reports of the Aviation Security (AVSEC) Panel and  the International Explosives Technical Commission of ICAO concerning the alleged terrorist plot of  09 August 2006 in the United Kingdom, and are to be implemented not later than 01 March 2007.
