Varied rules and regulations on carriage of animals as baggage may apply for specific countries depending on restrictions imposed by local Government Authorities.
Pets such as dogs, cats and birds, if and when they are acceptable for carriage as baggage should:
- Be placed in a secure and leak-proof container
- Have valid vaccination certificates and exit and/or entry permits from the Philippine Bureau of Animal Industry, Animal Health Division (AHD), Diliman, Quezon City. Visit their website at http://www.bai.da.gov.ph/ for more information.
- Be accompanied by passengers at least 12 years old.

Embargo of Brachycephalic or Snub-nosed dogs breed as Check-in Baggage on all PAL Flights.
Brachycephalic describes any animal with flat snout and whose lower jaw sticks out disproportionately longer than its upper jaw. Because of these features, brachycephalic or snub-nosed dogs tend to suffer from certain health problems. Breathing normally is commonly a struggle for these dogs. Their shortened and narrow airways result in labored breathing as they continually struggle to cope with lack of oxygen in their bloodstream making them susceptible to secondary heart problems. Because of their inability to regulate their body temperature through panting (as most dogs do), they are more likely to suffer body overheat.

Since these animals are susceptible to increased risk of heat stroke and breathing problems when exposed to stress or heat, all brachycephalic or mixed-breeds of snub-nosed dogs will not be accepted for transport as check-in baggage on ALL PAL DOMESTIC AND INTERNATIONAL FLIGHTS.
Note: This restriction does not apply to service dogs with the passenger in the cabin. Only dogs excluded in the list will be accepted for air transport.
Piece System
Pets are not included in the free baggage allowance, and thus shall be considered as automatic excess baggage even if the passenger does not have any other baggage.

United States / Guam Flights
CDC TEMPORARY SUSPENSION OF DOGS ENTERING THE U.S. FROM RABIES HIGH-RISK COUNTRIES

As of July 14, 2021, there is a temporary suspension for dogs entering the United States from high-risk countries for dog rabies. This includes dogs arriving from countries not at high risk if the dogs have been in a high-risk country in the past 6 months.
The Philippines is included in the list of high-risk for rabies. These rules apply to all dogs, including puppies, and service dogs.
UPDATE: Changes have been made to CDC’s requirements for dogs arriving in the United States that have been in high-risk countries for dog rabies in the past 6 months effective December 01, 2021. Those eligible to import a dog from a high-risk country are limited to:
- US government employees with official travel orders;
- US citizens or lawful residents relocating to the United States, such as for employment or education;
- Owners of service dogs that are specifically trained to assist the owner with a disability (as defined by DOT);
- Importers of dogs for science, education, exhibition, or law enforcement purposes as defined in 42 CFR 71.50
Travelers that fall in one of the above categories can apply for a CDC Dog Import Permit.
- Travelers with dogs that have valid US-issued rabies vaccination certificates
- Dogs must have a valid US-issued rabies vaccination certificate to enter the United States. Expired US rabies vaccination certificates will not be accepted.
Effective December 1, 2021, all dogs that have been in a high-risk country in the past 6 months may only enter the United States through an approved port of entry, which includes all 18 airports with a CDC quarantine station: Anchorage (ANC), Atlanta (ATL), Boston (BOS), Chicago (ORD), Dallas (DFW), Detroit (DTW), Honolulu (HNL), Houston (IAH), Los Angeles (LAX), Miami (MIA), Minneapolis (MSP), New York (JFK), Newark (EWR), Philadelphia (PHL), San Francisco (SFO), San Juan (SJU), Seattle (SEA), and Washington DC (IAD).
All dogs imported into the United States must be healthy on arrival.
Dogs that have not been in a high-risk country in the past 6 months are not required by CDC to present a rabies vaccination certificate or a CDC Dog Import Permit—and can enter the United States at any port of entry but must be healthy upon arrival and vaccination against rabies is recommended.
CDC has the authority to issue a CDC Dog Import Permit for US citizens and lawful residents relocating from high-risk countries to bring their dogs into the United States. Such permits will be issued on a limited basis.
If you wish to import a dog from a high-risk country, you must request advance written approval (CDC Dog Import Permit) from CDC by emailing CDCanimalimports@cdc.gov at least 30 business days (6 weeks) before you intend to enter the United States.
No permits will be issued at a point of entry. Dogs that arrive from high-risk countries without advance written approval from CDC will be denied entry and returned to the country of departure at the importer’s expense. PAL and US Customs and Border Protection (CBP) will verify dogs’ country of departure. PAL will deny boarding and CBP will deny entry into the United States.
