Pets

Varied rules and regulations on carriage of animals as baggage may apply for specific countries depending on restrictions imposed by local Government Authorities.

Pets such as dogs, cats and birds, if and when they are acceptable for carriage as baggage should:

  • Be placed in a secure and leak-proof container
  • Have valid vaccination certificates and exit and/or entry permits from the Philippine Bureau of Animal Industry, Animal Health Division (AHD), Diliman, Quezon City. Visit their website at http://www.bai.da.gov.ph/ for more information.
  • Be accompanied by passengers at least 12 years old.

Note: Please call our Reservations office at least 48 hours before your scheduled flight to inquire about acceptance of pets as baggage on your specific airport of origin.

Embargo of Brachycephalic or Snub-nosed dogs breed as Check-in Baggage on all PAL Flights.

Brachycephalic describes any animal with flat snout and whose lower jaw sticks out disproportionately longer than its upper jaw. Because of these features, brachycephalic or snub-nosed dogs tend to suffer from certain health problems. Breathing normally is commonly a struggle for these dogs. Their shortened and narrow airways result in labored breathing as they continually struggle to cope with lack of oxygen in their bloodstream making them susceptible to secondary heart problems. Because of their inability to regulate their body temperature through panting (as most dogs do), they are more likely to suffer body overheat.

List of brachycephalic dog breeds including its cross breeds:

Affenpinscher

Chow Chow

Pug (all breeds)

Boerboel

Dogue de Bordeaux

Rottweiler

Boston Terrier

English Toy

Shar Pei

Boxer

French Bulldog

Shih Tzu

Brussels Griffon

Griffon Bruxellois

Japanese Chin

Tibetan spaniel

Bullmastiff

King Charles Spaniel

Tosa

Cane Corso

Lhasa Apso

Valley Bulldog

Cavalier King Charles

Mastiff (all breeds)

Yorkshire Terrier

Pekingese

Since these animals are susceptible to increased risk of heat stroke and breathing problems when exposed to stress or heat, all brachycephalic or mixed-breeds of snub-nosed dogs will not be accepted for transport as check-in baggage on ALL PAL DOMESTIC AND INTERNATIONAL FLIGHTS.

Note: This restriction does not apply to service dogs with the passenger in the cabin. Only dogs excluded in the list will be accepted for air transport.

CDC TEMPORARY SUSPENSION OF DOGS ENTERING THE U.S. FROM RABIES HIGH-RISK COUNTRIES

Beginning July 14, 2021, CDC is temporarily suspending the importation of dogs from:

  • countries classified by CDC as high risk for dog rabies AND
  • countries NOT at high risk for dog rabies if the dogs have been in high-risk countries during the previous 6 months.

The Philippines is included in the list of high-risk for rabies. These rules apply to all dogs, including puppies, and service dogs. These rules also apply whether you are:

  1. just visiting the United States with your dog;
  2. importing dogs into the United States; or
  3. traveling out of the United States and returning with your dog after a temporary visit, such as a vacation or holiday, or for shopping or visiting friends and relatives.

On an extremely limited case-to-case basis, CDC has the authority to issue advance written approval (CDC Dog Import Permit) to bring a dog from a high-risk country.

If you wish to import a dog from a high-risk country, you must request advance written approval (CDC Dog Import Permit) from CDC by emailing CDCanimalimports@cdc.gov at least 30 business days (6 weeks) before you intend to enter the United States.

First 90-Day Transition Process

From July 14 through October 14, 2021, dogs coming from high-risk countries  with CDC Dog Import Permits can enter the United States at one of these 18 airports: Anchorage, Atlanta, Boston, Chicago (ORD), Dallas (DFW), Detroit, Honolulu, Houston (IAH), Los Angeles, Miami, Minneapolis, New York (JFK), Newark, Philadelphia, San Francisco, San Juan, Seattle, and Washington, DC (Dulles).

After October 14, 2021, dogs coming from high-risk countries with CDC Dog Import Permits must enter only at approved ports of entry. CDC will update this list of approved ports of entry here as they become available:

  • John F. Kennedy International Airport, New York (JFK)
  • Los Angeles International Airport (LAX)
  • Atlanta International Airport (ATL)

No CDC Dog Import Permits are issued upon arrival. Dogs with a CDC Import Permit must enter the U.S. through a Point-of-Entry (POE) with a CBP-bonded live animal care facility with a FIRMS code (A FIRMS code is a four-digit identifier assigned to POE).

Dogs that arrive from high-risk countries without advance written approval from CDC will be denied entry and returned to the country of departure at the importer’s expense. PAL and US Customs and Border Protection (CBP) will verify dogs’ country of departure. PAL will deny boarding and CBP will deny entry into the United States.
