Passenger Service Charge Refund

Passenger Service Charge (PSC), also known as Terminal Fee, is a fee charged by the Philippine Government or Philippine airport authorities for the use of airport terminal facilities. In certain routes, it is integrated in the ticket at the point of sale. The PSC is then remitted to the government or airport authorities upon the passengers’ flight departure from the airport.

Who are exempted from paying the Passenger Service Charge?

For Domestic Passenger Service Charge, the following passengers are exempted, subject to presentation of proper identification/documents:

  • Infants below 2 years old on the date of travel
  • Passengers with connecting flights in Philippine airports except for Manila, Cebu, and Caticlan. 

For International Passenger Service Charge, the following passengers are exempted, subject to presentation of proper identification and exemption certificates:

  • Infants below 2 years old on the date of travel
  • Overseas Filipino Workers
  • Pilgrims
  • Philippine Sports Commission delegates

How much is the Passenger Service Charge?

The cost of the PSC differs per route. Please refer to your ticket for the amount charged to your flight route. 

Who is eligible for a refund?

Holders of valid tickets who did not travel on the flight of their purchased tickets are eligible for a full refund of the Passenger Service Charge (PSC).  Exempt passengers who paid the PSC may also refund the PSC.

What documents do I need to present when requesting for my refund?

Please provide the ticket number or travel details of your unused ticket and your valid ID for processing. 

If you will be refunding through a representative, kindly submit the following additional documents:

  • Original valid ID of the representative
  • Original signed letter of authorization by the passenger/s
  • Copy of the signed valid ID of the passenger/s

How may I request for my refund?

You may request to refund the PSC of tickets purchased through the PAL Website, PAL Contact Center, or any PAL Ticket Office in any of the following channels:

If your ticket was purchased through a Travel Agency, please confirm your refund arrangement with them.

How will I receive my refund?

After a request has been processed, please expect to receive your refund in the same form your payment was made.

  • If payment was made in cash, the refund shall be given in cash.
  • If payment was made through credit card, it shall be refunded through the credit card used to pay for the ticket. Should the credit card used already be expired or cancelled, please confirm your arrangement with the credit card company.
  • If payment was coursed through a Travel Agency, please confirm your arrangement with them.

How do I follow up on my refund application?

Please send an e-mail to the contact details below after 15 working days from the date of your refund application.

Please note that credit card refunds may be credited back within 2 credit card billing cycles. If refund has not been received after this period, please contact your issuing credit card bank.

From whom may I refund?

For used tickets of exempted passengers, the refund should be claimed from the relevant Airport Authority (NAIA for Manila, MCIAA for Cebu, CAAP for outstations).

Generally, for unused tickets , PAL will process the refund.  For flights from  NAIA, you may refund your unused MIAA PSC from PAL within 15 months from issue date of your ticket. After the 15th month, you may refund your MIAA PSC from MIAA  at the MIAA Administration Building, MIA Road, NAIA Complex, Pasay City.

If I paid PSC for a flight from NAIA but am exempted, what documents do I need to present at the MIAA Administration Building?

MIAA will require you to present the following:

  • Exemption Certification;
  • IPSC Refund Declaration
  • Copy of Passenger Ticket/Itinerary Receipt/Official Receipt with the code "LI" (International);
  • Boarding Pass;
  • Claimant's Valid Government Issued ID (with Photograph)
