Travel Restrictions

  • Passengers holding newly issued visa may NOT travel from Philippines to Japan until further notice. These includes Contract Workers/New-entry trainees, Business visa, and Student visa.
  • Returning/New entry Residents with long term stay visa (Japanese Nationals, Japan Foreign Nationals with Permanent Residence/Residence Visa, and their dependents), Returning OFWs/trainees (with re-entry permit), and Seacrews point to point and transit to Japan may enter Japan from the Philippines even beyond January 03, 2021.
  • Transit passengers in Japan are allowed even after January 03, 2021 as long as same day and same airport connection. Connecting flight between NRT and HND is not allowed even if it is same day connection.
  • Passengers leaving Japan is on status quo.
  • Tourist visa remains suspended.
  • Effective January 13, 2021, the Japanese government has suspended for the validity of visas already issued under “Business Track” or “Residence Track” (foreign nationals under business travel agreements with 11 countries and regions, including China and South Korea, in an effort to curb the spread of the new coronavirus.)
  • The range of foreigners/ Non-Japanese nationals who are not permitted to enter Japan was expanded. The Philippines is included in the list of designated areas subject to entry denial.

  • With the spread of variant of COVID-19, please be advised that non-Japanese nationals even holding a valid Japan visa with the remark "EX-R" are denied entry into Japan until further notice even if the pax has a guarantor (corporation or organization) in Japan.

COVID-19 Health Requirements

  • COVID-19 entry Requirements for Japan (Update)

Japan Quarantine under Ministry of Health, Labor & Welfare (MHLW) will check the certificates for "testing of COVID-19" upon arrival more strictly effective April 19, 2021. ALL PASSENGERS that do not meet testing requirements will be sent back to the point of departure. 


                      -            MUST READ! Valid and Invalid Sample and Testing Methods

  •  Effective March 29, 2021, travelers who enter Japan from the Philippines are required self-quarantine for 3 days at designated location. On the third day, they are required to take another COVID-19 test.
  • From March 29, 2021 until further notice, passengers from the Philippines are required to:

    -          Undergo testing upon arrival

    -          Quarantine for 3 days at a designated location even if test result is negative

    -          Undergo second testing after 3 days of quarantine

    -          If result is negative, will be sent home

    -          Continue 11 days quarantine at home

  • This is required for ALL passengers including Japanese and SC passengers in all PAL Japan routes inbound.
  • Transit passengers are not required to quarantine for 3 days. Transit procedures are status quo.

  • Effective March 19, 2021, the Government of Japan reiterates that ALL entrants (including Japanese nationals) must provide a certificate of inspection or Certificate of Testing for Covid-19 within 72 hours prior to departure. If passenger is unable to submit the certificate, they will not be allowed to enter in Japan based on Quarantine Law.

  • In the country of departure, if the passenger does not have a certificate before boarding, they will be denied boarding the aircraft.
  • In cased where it is difficult or truly unavoidable to obtain an inspection certificate, the passenger must consult with the diplomatic mission abroad.
  • The inspection certificate or Certificate of Testing for Covid-19 is only valid if they meet the following conditions:

-          within 72 hours from the date of sample collection to the departure time of the flight

-          In principle, use the prescribed format:

-          As of April 19, 2021 - Updated! Required format for the Certificate of Testing for COVID-19. 

-          Conditions to be included in the certificate:

    • Name, Passport number, Nationality, Date of Birth, Sex
    • Testing method for Covid-19
    • Result, Specimen collection date and time, Test result date, Date of issue
    • Name of medical institution, Address of medical institution, Signature by doctor, An imprint of a seal
    • All items must be written in English

-     Passengers must be tested at a government-accredited COVID-19 health facility: https://doh.gov.ph/licensed-covid-19-testing-laboratories

  • All persons entering Japan by aircraft or other means, including persons without symptoms of illness, will be required to stay for 14 days at a place designated by the Quarantine Station Chief (such as their homes), and not use public transportation for any purpose, including transport from airports, etc.

-     Be sure that a 14-day quarantine and non-use of public transportation (if requested) will not interfere with your itinerary after you enter Japan.

-     Before entering Japan be sure to secure an accommodation in Japan where you can stay for 14 days in quarantine (especially for overseas visitors, who have homes of their own in the country).

-     Be sure to secure a means of private transportation from the airport to your destination (you will not be permitted to use public transportation)


  • All arriving passengers from the Philippines are required to take a RT-PCR test to be conducted by Japan Local Quarantine.

Required Forms

  • Submit Written Pledge

-      Passengers will need to submit a written pledge to remain at home, etc. for 14 days after arrival, not use public transportation, to report health conditions using the LINE application, etc., to store your location information using a map application function, and to .use Covid-19 Contact-Confirming Application.

-      If passenger violates the pledge, the passenger’s name (name and nationality if you are non-Japanese) and information that contributes to the prevention of the spread of infection may publicized.

-     In addition to the above if passenger is non-Japanese, passenger may be subject to revocation of status of residence and deportation etc. under the provisions of the Immigration Control and Refugee Recognition Act in case of the violation.

  • All travelers entering Japan MUST install the apps required for preventing the spread of Covid-19 (effective March 18, 2021)

-     The airport quarantine will check the travelers’ smartphone when they arrive in Japan. If traveler does not own a smartphone or if owned smartphone does not allow the installation of apps, traveler must rent a smartphone at the airport at traveler’s expense upon arriving in Japan

  • Passengers are required to install the following apps on their smartphones and use them to ensure implementation of quarantine and other measures at home, a hotel, or other designated locations for 14 days after arriving in Japan.

-          Install OSSMA (Location information-confirming app)

-          Install and sign-up for Skype

-          Set smartphone to save location information (Settings on GoogleMaps, etc.)

-          Install Covid-19 Contact-Confirming Application (COCOA)

-     The NRT Quarantine Director has notified AOC of the Ministry of Health, Labor and Welfare's decision to implement its "smartphone & apps" requirement at Terminal 2 effective immediately.  Implementation at Terminal 1 is scheduled for next week, and details will be circulated when they become available.

-      Arriving passengers who do not possess a smartphone, or whose smartphone does not permit the downloading of the designated apps, will be REQUIRED to rent a smartphone upon arrival at NRT. 

-      Rental Fee: The fee per smartphone is approximately 15,000 yen for the 14-day self-quarantine period, inclusive of tax.  The actual fee is slightly less, but in view of the fact that most money exchanges do not handle Japanese yen coins, the fee is rounded up to the smallest denomination for notes/bills (i.e., 1,000 yen).

-      ALL passengers 13 years of age or older will be required to rent a smartphone if the "Requirement" stated above is applicable.  Children 12 years or younger will be exempted.  For example, if a family of four that is required to rent a smartphone is comprised of two adults (parents), a 13-year-old child and an 8-year-old child, the 8-year-old will be exempted; hence, the family must rent three (3) smartphones.

-      Form of Payment: Only cash (Japanese yen) and credit cards will be accepted.  Please note that (1) as there are no money exchanges in the security restricted area at NRT, airlines are asked to recommend to passengers at the point of departure to exchange adequate money into Japanese yen to cover the 15,000 yen per smartphone rental fee, (2) currencies (cash) other than Japanese yen will NOT be accepted, and (3) payment with a credit card is subject to authorization for the transaction by the card issuing company.  Electronic money (e.g., Huawei, PayPay, Alipay) will NOT be accepted.

    • Passengers are still required to fill out the paper Health Card even after implementation of the Quarantine Questionnaire Web on December 14, 2020
    • Arriving passengers who do not possess a smartphone, or whose smartphone does not permit the downloading of the designated apps, will be REQUIRED to rent a smartphone upon arrival at KIX.
    • Rental fee:  The fee per smartphone is approximately 15,000 yen for the 14-day self-quarantine period, inclusive of tax.  The actual fee is slightly less, but in view of the fact that most money exchanges do not handle Japanese yen coins, the fee is rounded up to the smallest denomination for notes/bills (i.e., 1,000 yen).
    • Form of payment:  Only cash (Japanese yen) and credit cards will be accepted.  Please note that (1) as there are no money exchanges in the security restricted area at FUK, airlines are asked to recommend to passengers at the point of departure to exchange adequate money into Japanese yen to cover the 15,000 yen per smartphone rental fee, (2) currencies (cash) other than Japanese yen will NOT be accepted, and (3) payment with a credit card is subject to authorization for the transaction by the card issuing company.  Electronic money (e.g., Huawei, PayPay, Alipay) will NOT be accepted.

    • Rental fee:  The fee per smartphone is approximately 15,000 yen for the 14-day self-quarantine period, inclusive of tax.  The actual fee is slightly less, but in view of the fact that most money exchanges do not handle Japanese yen coins, the fee is rounded up to the smallest denomination for notes/bills (i.e., 1,000 yen).

  • For HANEDA bound passengers :

    • New Health Card
    • All passenger who does NOT possess a smartphone and 13 years or older is REQUIRED to rent a smartphone upon arrival in HND.
    • Rental Fee: JPY15,000 per a smartphone (tax included) for 14 days of quarantine
    • Only Credit card or Alipay is accepted. Unlike NRT and NGO, HND does NOT accept cash

  • All passengers with IC passports are able to use the Electronic Declaration Gates. Passengers must download the ‘Customs Declaration Application’ to create their ‘Declaration of Personal Effects and Unaccompanied Articles” on their smartphones. A QR Code is created at the end.

-          Effective December 24, 2020, due to the discovery of a highly infectious coronavirus mutation in United Kingdom, non-Japanese nationals from U.K. will be banned entry into Japan. The new tule will be applied to non-Japanese people who stays in the U.K. for the last 14 days before arriving in Japan.
