Travel Restrictions

  • Any non-citizen and non-permanent resident who seeks to enter Papua New Guinea

Please ensure you are aware of the following requirements and restrictions prior travelling into Papua New Guinea:

Effective March 22, 2021,

-     The aircraft is departing from an airport in: New Zealand, Fiji, Solomon Islands, Australia, New Caledonia, Kiribati, Marshall Islands, Tonga, Tuvalu, Hong Kong, Philippines, Federated States of Micronesia, Vanuatu, Cook Islands, Samoa, Singapore, Japan;

-      The aircraft is operated by the following organization: Air Niugini, PNG Air, Hevilift, Tropic Air, Pacific Direct limited;

-          Exempted in writing by the Controller

  • No person/s shall cause a vehicle, vessel or aircraft to arrive at port of entry in PNG which is not declared as a First Port of Entry

COVID-19 Health Requirements

  • No person is permitted to board an aircraft bound for PNG unless:

-     They have been tested for Covid-19 within a 7-day period prior to boarding an aircraft and have returned a result indicating that they do not have detectable levels of Covid-19

  • Only Real Time Reverse Transcription Polymerase Chain Reaction (PCR) tests shall be accepted;
  • All travelers are to complete the e-Health Declaration From prior to boarding a flight into PNG;
  • All persons entering PNG must be quarantined at a location designated by the Controller or at the following designated hotel in Port Moresby at the individual’s cost: PNG Designated Hotels and Facilities 
  • Persons who have been vaccinated against Covid-19 are not exempt from quarantine upon arrival in PNG;
  • All persons require to quarantine must:

-    Quarantine at a designated place or at another location directed by the Controller

-    Reside and remain in that place self-quarantined and segregated from other persons, for the period beginning on the day of arrival and ending midnight on the fourteenth day after arrival into PNG; and

-    For the duration of a person’s quarantine be monitored through the following  approved tracking device:

      • Designated Locations and Hotels – Smart Phone Application
      • All other approved quarantine locations – Smart Phone Application or Ankle Bracelet
      • If a person doesn’t have a smart phone, then an Ankle Bracelet will be used.

-     By an approved organization: Trakpro

-     The following fees are as follows:

      • Smart Phone Appplication – K40 per day
      • Ankle Bracelet – K100 per day
  • Foreign personnel traveling on a diplomatic travel document or diplomatic passport are exempted from the mandatory quarantine requirements but must quarantine at an appropriate residence, for the period beginning on the day of arrival and ending at midnight on the fourteenth day after arrival into PNG.

-      Failure to adhere to quarantine for 14 days is not an offence under the National Pandemic Act 2020

-      An individual who fails to adhere to quarantine for 14 days may be declared a persona non grata according to Article 9 of the Vienna Convention on Diplomatic Relations 1961.

  • A couple or family shall be quarantined together should they enter PNG on the same flight.
  • Persons unable to live independently without ongoing or regular support due to significant health needs, and their carer, who arrive in PNG from overseas may also be quarantined together, with suitable arrangements being made for accommodation.
  • A person subject to quarantine shall at the request of the Controller undertake a Covid-19 PCR test while in quarantine.
  • A person who refuses to comply with a request to undertake a Covid-19 PCR test shall be quarantined for fourteen days from the date of refusal to be tested at the individual’s cost but shall not be deemed to have committed an offense.

Required Forms

  • No person is permitted to board an aircraft bound for PNG unless provided an exemption in writing by the Controller or his delegate, applications must include the following documents:

-          Cover Letter

-          International Air Passenger Travel Form (I-APTF)

-          Passport Biodata Page

-          Work Permit (if applicable)

-          Visa (if applicable)

-          Home quarantine request (if applicable)

  • And persons must have the following documents when checking in:

-          Negative PCR Test Result

-          Approved International Air Passenger Travel Form (I-APTF)

-          E-Health Declaration Form barcode (https://www.pnghdf.info)

  • All travel exemptions obtained after January 15, 2021 will be valid for 90 days from the date of approval of the application.
  • All travel exemptions obtained may only be used once

-Seaman's Book

-Original Copy of the Letter of Guarantee
