 Travel Permission

LSI (Locally Stranded Individual)


  • Negative RT-PCR Test Result or Saliva RT-PCR Test (by the Philippine Red Cross only) taken within 3 days before the date of travel
  • Any government-issued ID
    • ID with Bacolod address or Certificate of Residency from the Barangay you reside in
  • Medical Certificate
  • PNP Travel Authority
  • Letter of Coordination
    • Letter of Coordination from the office of Councilor Cindy T. Rojas, which may be request thru email at spmcindyrojas@yahoo.com. Coordination may be made thru telephone number 034-1353607. LSIs coming from Cebu may contact Leshi Kojoma at telephone number 0905-2238081.

ROF (Returning Overseas Filipinos)

  • Negative RT-PCR Test Result or Saliva RT-PCR Test (by the Philippine Red Cross only) taken within 3 days before the date of travel

    • ID with Bacolod address or Certificate of Residency from the Barangay you reside in
  • Medical Certificate

 ROFW (Returning Overseas Filipino Workers)

  • Coordination with OWWA/DFA, Barangay of Residence prior to arrival in Bacolod City
  • RT-PCR Test upon arrival in Manila and must be quarantined until negative result is released
  • Upon arrival in Bacolod City, documents will be checked and verified by Action Team on Returning OFWs (ATRO)
  • Additional 7 days home quarantine if coming from countries with travel restrictions as listed by NIATF
  • BaCTrac Registration
  • Health Declaration Form
  • All concerns of OFWs must be coordinated with the office of SPM Israel Salanga
Returning Residents arriving from countries with travel restrictions due to new Covid-19 strains based on the NAITF list
  • Negative Result of RT-PCR test taken with 3 days before the date of travel
  • Certificate of Completion of the mandatory 14-day Quarantine in Manila
  • Additional 7 days Home Quarantine upon arrival in Bacolod City

APOR (Authorized Person Outside of Residence)

  • Any government-issued ID or Company ID
  • Letter of Engagement
    • Travel Order from Government Officials and personnel, or proof of engagement of their services, or Mission Order for military and police personnel.
    • Certificate of work schedule issued by their supervising officers or employers, showing the number of days of stay in the City
    • Provided documents shall be submitted to skpederasyonbacolod@gmail.com
      or apor.bacolod2020@gmail.com including the following:
      - Place of origin
      - Specific destination in Bacolod City
      - Expected date of arrival and duration of stay in Bacolod
  • Letter of Acceptance
    • APOR travelling to Bacolod City must present Letter of Acceptance from Tanggapan ng Sangguniang Panlungsod (Office of Hon. Ayesha Joy V. Villaflor)
  • Certificate of Employment
  • Medical Certificate
  • BacTrac Registration
  • Heath Declaration Form
  • Return ticket clearly showing the date and time of departure from the City of Bacolod
Non-Essential Travel (Leisure/Vacation and others) 
  •  Negative Result of RT-PCR test taken with 3 days before the date of travel
  • Travel Itinerary for the duration of stay in Bacolod City at for the first ten (10) days, whichever is shorter
  • Joint Task Force COVID-19 Shield Authority (Medical Cert, Barangay Clearance from LGU of Origin
  • Confirmed Booking of Accommodation in Bacolod City
  • Roundtrip ticket/travel details
  • BaCTrac Identification Card
  • Validity date of test results are counted on the date of swab collection unless otherwise specified by LGU.
  • Online Health Declaration Card
 Negros Occidental Province
 
 APOR
 Reference: Province of Negros Occidental EO 20-25

  • Present Identification Card/ APOR Certificate;
  • File Health Information form and Company Information;
  • Submit RT-PCR swab sample upon entry into the Province;
  • Use shuttle service provided by the Company of the APOR. No public transportation shall be allowed.
  • Undergo Company Quarantine
    • The company shall observe the quarantine protocols of the receiving LGU;
  • Perform official work within the Province only after release of their negative RT-PCR Test Result.
 Transit APOR (passing through the Province)
  • Present Identification Card/ APOR Certificate;
  • File Health Information form and Company Information;
  • Use shuttle service provided by the Company of the APOR. No public transportation shall be allowed.
 Frequent Traveler APOR
(has traveled or passed through the Province of Negros Occidental for more than two (2) times in any given month)
  • Present Identification Card/ APOR Certificate;
  • File Health Information form and Company Information;
  • Use shuttle service provided by the Company of the APOR. No public transportation shall be allowed.
  • Present Itinerary of travel; and
  • Submit at least one (1) negative RT-PCR swab test result per month
 LSIs and ROFs

Non-Essential Travel (Leisure/Vacation and others)

  • Travel Authority;
  • Notice of Coordination from LGU of Destination;
  • Provincial Notice of Acceptance (NoA);
  • Health Information Form;
  • LGU shall facilitate transportation. No public transportation allowed;
  • All returning NON-APOR will be swabbed and quarantined

Leisure and non-essential travel for Negros Occidental is not yet allowed.


Transit NON-APOR (passing through the Province)
  • Travel Authority;
  • Notice of Coordination from LGU of Destination;
  • Provincial Notice of Acceptance (NoA);
  • Health Information Form;
  • LGU shall facilitate transportation. No public transportation allowed

Please note that there may be multiple travel requirements for each destination on national and provincial levels. These rules are subject to change by the issuing local government authority and are issued for our passengers’ and the public’s safety.  As these requirements may change at short notice, the advisories above serve as a general guide.

*CAAP list of airports with LGU Clearance to resume commercial flights.  Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.
