DAVAO (DVO) Travel Guidelines

Travel Permission

General Requirements

  • Contact Information / Health Declaration Form  for Contact Tracing:
    • Davao QR Code  (https://hdform.davaocity.gov.ph/form) must be scanned and accomplished upon check-in at airport of origin 


  • Certification – Undertaking of 14-day quarantine (at LGU quarantine facility/home)
  • Negative RT-PCR test result taken within 24 to 72 hours from the date of departure; not mandatory upon check-in at the airport of origin. However, arriving passengers with negative RT-PCR test results are prioritized for exit from the Davao International Airport (DIA) after checking their health declaration forms (HDFs).
  • NOTE: The free RT-PCR testing for arriving passengers at the Davao International Airport has been temporarily suspended starting from January 13.
    • Accept negative RT-PCR result taken within 24 to 72 hours from the domestic departure date, conducted by a laboratory overseas for international flight passenger. All data therein must have an English translation for non-English speaking countries.
    • Note that children 12 years old and below are exempted from the RT-PCR requirement upon check-in, provided that, the accompanying adult passenger presents a negative RT-PCR results taken within 24 to 72 hours from the date of departure. All those who are allowed to board for Davao-bound flights without RT-PCR testing must observe the following: 
      1. Non-Davao City passengers may still exit the airport even without the RT-PCR negative test result as long as their LGUs will fetch them and they can present other needed documents
      2. For Davao City residents without negative RT-PCR test results to show, HDFs and other necessary documents will be checked. The 14-day home quarantine is mandatory.
    • To ensure a safe and orderly exit out of the airport, deplane all those with a negative RT-PCR test results first, followed by all those without their RT-PCR test result
    • All those who were tested in their place of origin within 24-72 hours of departure date but have not received their result shall not be allowed to exit the DIA until their test result is available
    • The negative RT-PCR result should be taken within 24 to 72 hours from departure date. If the result is more than 72 hours, we shall re-test the passenger in the DIA
  • Issuance of Letter of Acceptance or Notice of Coordination for LSI*, ROF, OFW, APOR traveling to Davao City will be dispensed and waived by the City Government.
  • Certificate of Acceptance by the receiving LGU is not a requirement for LSI.

APOR (Authorized Person Outside of Residence)

  • Health and Emergency Frontline Services personnel
  • Government officials, employees, government frontline personnel.
  • Duty-Authorized Humanitarian Assistant Actors (HAAs)
  • Coming in from work or business and going home

Via Air Travel

  • JTF Covid Shield:
    • Company/Office ID and Certificate of Employment or Acknowledgement of Principal for Labor/service (for those without employer-employer relationship
    • Medical Certificate Clearance
  •  Local Government Unit
    • Company/Office Travel Order
    • Hotel and other similar accommodation establishments confirmation (APOR cannot stay in the houses of Davao City residents)
    • Round trip Ticket
    • Twenty-four to forty-eight (24-48) hour RT-PCR test results or test upon arrival.
  • Persons traveling for medical, dental and allied medical reason with one (1) driver and one (1) assistant)
  • Certification of travel to access health services from a doctor, dentist, hospital, medical or allied medical institution
  • Extraordinary Humanitarian Considerations or accessing National Government Agency/Office service.
  • Persons residing outside Davao City going to Davao International Airport (DIA)
  • Confirmed Plane Ticket
  • Those who are travelling by land to other cities and municipalities
  • Travel Pass-Through Confirmed plane ticket Permit from the LGU/PNP of origin, JTF COVID Shield
  • Bus, Van and Airplane passengers who arrive/land in Davao City but are travelers bound for another city/municipality/LGU
 
  • Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR test result or testing upon arrival
  • Confirmation from destination LGU of pick-up vehicle, OR
  • Confirmation of private/public transportation arrangement from airport or bus terminal to destination LGU
  • Returning Davao City resident by land, air or sea, including the LSIs, OFs, OFWs
 
  • Twenty-four to seventy-two (24-72) hour from date of arrival negative RT-PCR test result or testing upon arrival, AND
  • Fourteen (14) days home quarantine
  • Returning Davao City resident frequently travelling by land for work
 
  • Company/Office Travel Order
  • An ID with a Davao City address, OR Any document with a Davao City address and ID
  • A current month RT-PCR negative test result, if available.

Non-APOR – All those NOT LISTED ABOVE are considered Non-Authorized Persons Outside of Residence

JTF COVID Shield:  

  • Travel Authority 
Local Government Unit: 
  • Travel Confirmation from Davao City Government. Registration must be submitted at least five (5) days before the intended date of travel. 
  • The ID used to register for a Travel Confirmation 
  • Hotels and other similar accommodation establishments confirmation (APOR cannot stay in the houses of Davao City residents).

Please note that there may be multiple travel requirements for each destination on national and provincial levels. These rules are subject to change by the issuing local government authority and are issued for our passengers’ and the public’s safety.  As these requirements may change at short notice, the advisories above serve as a general guide.

*CAAP list of airports with LGU Clearance to resume commercial flights.  Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.
