DIPOLOG (DPL) Travel Guidelines

Travel Permission

Reminders

Note: All persons passing through the Province of Zamboanga del Norte shall be allowed passage upon compliance with the requirements depending on his/her classification.


  • The concerned LGU of destination may refuse entry of Non-APORs on the ground that their respective quarantine/isolation facilities have already reached the maximum level of capacity.
  • All passengers must download and register to the STAYSAFE.PH mobile application. On disembarkation, passengers should also be required to show their STAYSAFE.PH registration. Tourism personnel shall check and assist in the online registration.
  • Passengers should also download and register with Dipolog E-Pass (Powered by SafePass) to get their individual Dipolog E-Pass IDs and unique QR codes. It is a digitized way of contact tracing of individuals entering or exiting private and public establishments as opposed to the traditional logbook.
  • Fill-out Zamboanga Del Norte Declaration Form

ROF (Returning Overseas Filipinos)

  • Quarantine Certification issued by DOH-BOQ
  • Certificate of Acceptance from the concerned LGUs
  • Negative RT-PCR Test Result (no validity)
  • Travel Authority issued by JTF CV Shield

LSI (Locally Stranded Individual)

  • Medical Certificate issued by City/Municipal Health Office issued at most 7 days prior travel.
  • Travel Authority issued by the JTF CV Shield (PNP)
  • Certificate of Acceptance from the concerned LGUs
  • Negative Antigen or RT-PCR Test Result (5 days validity) 
  • Negative RT-PCR Test Result  (dated at most 5 days prior to travel)
  • If Travel is for Medical Reasons:
    • Referral from the concerned PHO

APOR (Authorized Person outside of Residence)

  • Note: Exemptions will be given to certain APOR to travel in and out of the province
    • Medical Certificate issued by City/Municipal Health Office issued at most 7 days prior travel.
    • Agency or Company ID
    • APOR Undertaking (to be filled up upon entry at the Provincial QCPs)
    • Notice of Coordination from the LGU of destination
    • Certificate of Employment
    • Deployment/Travel Order issued by the concerned Head of Office/Manager/Owner or his duly authorized representative
    • APOR (residing outside Dipolog) is staying for more than 48 hours in the Province:

­   - Negative Antigen or RT-PCR test result (5 days validity)

  •  Note: For APOR residing outside Dipolog who will stay for less than 48 hours in the Province is not required a Negative Antigen or RT-PCR test result

Persons with Indispensable Travel

Note: If an APOR travels for REST or travels outside the province exceeding 48 hours, such travel shall be considered as an indispensable travel.

  • Humanitarian purpose
  • Travel Authority issued by the JTF-CV Shield (PNP)
  • Medical Certificate issued by City/Municipal Health Office issued at most 7 days prior travel
  • Certificate of Acceptance from the concerned LGUs
  • Negative Antigen or RT-PCR test result (5 days validity)

  •  Medical purpose
  •  Travel Authority issued by the JTF-CV Shield (PNP)
  • Medical Certificate issued by City/Municipal Health Office issued at most 7 days prior travel.
  • Referral from the concerned PHO
  • Certificate of Acceptance from the concerned LGUs
  • Negative Antigen or RT-PCR test result (5 days validity)

  •  Essential public and private employees (official business only)
  •  Travel Authority issued by the JTF-CV Shield (PNP)
  • Medical Certificate issued by City/Municipal Health Office issued at most 7 days prior travel.
  • Agency/Company ID or Certificate of Employment
  • Deployment or travel order

Please note that there may be multiple travel requirements for each destination on national and provincial levels. These rules are subject to change by the issuing local government authority and are issued for our passengers’ and the public’s safety.  As these requirements may change at short notice, the advisories above serve as a general guide.

*CAAP list of airports with LGU Clearance to resume commercial flights.  Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.
