LAOAG (LAO) Travel Guidelines

AIRPORT ARRIVALS

  • All passengers (bound for Ilocos Norte including Laoag) are required to undergo Antigen test (cost of Php 800) upon arrival at their own expense.
  • All protocol, forms, and quarantine procedure will apply to airline passengers who remain in Ilocos Norte unless otherwise specified below. The following are the requirements for passengers landing at the Laoag International Airport.
  • All persons attempting entry to Ilocos Norte must be checked for signs and symptoms of COVID-19 and undergo the following:
           o clearance to enter issued by health authorities;
           o endorsement to their home or resident LGUs;
           o a 14-day quarantine; 
           o monitoring by the Brgy Health Emergency Response teams (BHERTs); and
           o must fill-out health declaration form and must present valid government IDs 
           o Medical Certificate from DOH of their place of Origin (not PUM/PUI) (inbound/outbound)
           o Letter/ Certificate of Acceptance from destination LGUs
           o Certification - Undertaking of 14-day Quarantine (at LGU Quarantine Facility/home)

Additional Forms for all Passengers:

  • FORM 1 Request for Entry for Returning Residents
  • FORM 2 Health Declaration for Returning Residents
  • FORM 3 Quarantine Facility Notice of Accommodation and Billing Information
  • Health Declaration Form                                                                                  

ROF and LSI

  • Must present a negative RT-PCR test (and a corresponding official receipt), with the collection of the swab within 72 hours from flight time.
  • Repeat RT-PCR on Day 5/6/7 from arriving during their quarantine period
  • Must accomplish the Request for Entry of Returning Residents Form
  • Must possess and submit a Medical Clearance Certificate issued by the City/Municipal Health Officer or DOH-accredited hospitals from the originating LGU – based on one of the following conditions:

-          Returning Resident is not a contract, suspected, or probable for COVID-19 case; or

-          If the returning resident was once confirmed as positive for the COVID-19, he/she completed 14-day isolation at an accredited facility and has a Certificate of Completion from the said facility.

  • Must secure Travel Authority issued by the JTF-CV Shield/Philippine National Police in their locality

APOR (Authorized Persons Outside of Residence)

  • Must present a negative RT-PCR test (and a corresponding official receipt), with the collection of the swab within 72 hours from flight time or as close to flight time as possible and minimize movement after collection of the swab for the PR-PCR test.
  • Must accomplish the Affidavit of Undertaking
  • Must possess and submit a copy of their company ID and proof of work in Ilocos Norte (travel order, business order, mission, etc.) soon after the time of entry.
  • Provide complete personal information such as government full name, contact number, company, company contract name and number and the duration of stay in Ilocos Norte.

Passengers for Indispensable Travel (IT)

  • Must present a negative RT-PCR test (and a corresponding official receipt), with the collection of the swab within 72 hours from flight time.
  • Repeat Antigen on Day 4/5/6 from arriving during their quarantine period
  • Passenger must submit proof of Indispensable travel such as family emergency or medical emergency.
  • Must possess and submit a Medical Clearance Certificate issued by the City/Municipal Health Office or DOH-Accredited hospital from the originating LGU – based on one of the two following conditions:
    • Returning resident is not a contact, suspect, or probable for COIVD-19 case. OR
    • If the returning resident was once confirmed as positive for COVID-19, he/she completed 14-day isolation at an accredited facility and has a Certificate of Completion from the said facility.
  • Provide complete personal information such as government full name, contact number, company, company contact name and number and the duration of stay in Ilocos Norte.

Please note that there may be multiple travel requirements for each destination on national and provincial levels. These rules are subject to change by the issuing local government authority and are issued for our passengers’ and the public’s safety.  As these requirements may change at short notice, the advisories above serve as a general guide.

*CAAP list of airports with LGU Clearance to resume commercial flights.  Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.
