Note: An Overseas Filipino Worker or OFW is a person from the Philippines who is living and working in another country, typically on a temporary basis. This includes land-based OFWs and seafarers/sea-based OFWs. Families traveling together with at least one OFW will be considered all OFWs. Non-OFWs refer to Returning Overseas Filipinos (non-OFW students, non-OFW Balikbayan, non-OFW tourist, etc.), spouse and children of Filipinos, diplomats, foreign officials accredited by the Philippines, and eligible non-Filipino/foreign citizens.

BEFORE YOU FLY AND DURING CHECK-IN


1. All travelers should register to the Bureau of Quarantine e-Health Declaration Card (e-HDC) including children. Declare your personal information, health status, and travel history.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                              

All passengers must register to One Health Pass portal  within 48 hours prior to departure. You will be given a BAR Code once COVID-19 test (RT-PCR/Antigen) and vaccination certificate record has been submitted and accepted. Accurately and completely fill-out all required fields including the e-HDC 24 hours prior to the departure time. To ensure that you qualify for the express lane you must check your registration 4 hours to 1 hours before departure. You may present either a BAR code or QR Code upon check-in.

                                                                                                                                                                                                                                       

2. For all passengers, please ensure that you bring and wear the required N95 mask for your travel to Laoag.


3. For all passengers, download and register to the Traze App. You will need Traze upon arrival in Laoag, Ilocos Norte. Click here to download and know more about the Traze App.


4. For non-OFWs and eligible non-Filipinos who are required to undergo facility-based quarantine, please ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies depending on your quarantine requirements a. You will not be able to board the flight if you miss to hold and present a confirmed booking upon check-in.

           Passengers arriving before hotel standard check-in times are encouraged to book an additional night to ensure room availability.

5. For non-OFWs and eligible non-Filipinos, you may also pay for your RT-PCR Test in advance or upon arrival, which costs PHP 2,800. The test will be 
          conducted by DOH-accredited Mariano Marcos Memorial Hospital and Medical Center (MMMH&MC). Turn-around time is from 24 to 48 hours. To pre-pay, you may click this payment instruction page

6. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.  


DURING THE FLIGHT


7. During your flight, accomplish the following:

               a. Arrival Card

               b. Bureau of Customs Form

 


WHEN YOU ARRIVE


8. Listen to the briefing conducted by the Philippine Coast Guard. Before deplaning, undergo a temperature check conducted by the Bureau of Quarantine.


9. Upon deplaning, please prepare your Traze App. You will be asked to Traze the QR Code of Laoag International Airport.

 

10. All passengers are required to proceed to the OWWA Desk for processing, including non-OFWs and non-Filipinos.  OFWs are assigned their quarantine hotel
           and shuttle/van number.

 

11. Present the OHP QR code to the BOQ personnel. Clear with immigration and submit the Arrival Card.

 

12. Claim your baggage at the designated carousel. Go through Customs Check and submit the Bureau of Customs Form.

 

13. For non-OFWs and eligible non-Filipinos, proceed to the desk of Mariano Marcos Memorial Hospital and Medical Center. Submit the Case Investigation     

            Form and pay for your RT-PCR Test, which costs PHP 800. Payments can be made in cash (PHP only), card (BancNet, Mastercard, Visa, JCB only),
            PayMaya, WeChat Pay, or GrabPay. An ATM is available in the terminal. Currency exchange booths are NOT available at Laoag International Airport.

           
            For non-Filipinos:  
In compliance with Philippine regulations, laboratory partners must secure a photocopy of your passport and proof of 
            accommodation/residence in the Philippines.

 

14. For non-OFWs and eligible non-Filipinos, after payment, proceed to your respective hotel desk for shuttle/van assignment. 

 

 

AT THE QUARANTINE HOTEL        


15. For passengers who are required to undergo facility-based quarantine, check in at your hotel and wait for your scheduled test, depending on you swab schedule. For OFWs, please submit your Case Investigation Form on the testing day.


Day 1 starts on the day you arrive in the Philippines. If you develop COVID-19 symptoms (e.g., dry cough, shortness of breath, loss of taste and/or smell,  etc.) at any time before your scheduled test, please inform the hotel you are staying in so a medical or BOQ officer can assess and check up on you immediately.


Facility-based quarantine is no longer required for fully vaccinated passengers.


16. For OFWs, your accommodation and food during your stay will be shouldered by the Philippine government. For non-OFWs and eligible non-Filipinos, your accommodation and food during your stay will be at your own expense. In compliance with Philippine regulations, delivery of outside food to your hotel is not allowed.

  

 

GOING HOME

    

17.  If you test positive, the Bureau of Quarantine will assess you for further quarantine or medical management. 


           For non-OFWs and eligible non-Filipinos: 

If you test negative, your test result will be released within 24 to 48 hours after your swab test is taken. Your Unified BOQ Quarantine Certificate is autogenerated in the OHP. You will be able to download and print this certificate through the “Track Swab Test portal in the OHP website by entering your QR code reference number and last name. For other concerns, you may send an email to boq.qc1@gmail.com or helpdeskboq@gmail.com.

                 

          For OFWs:

          If you test negative, OWWA shall send your RT-PCR Test result and BOQ medical quarantine certificate.

 

          You are allowed to check out only until your negative swab results are released. Present your test result to the assigned quarantine personnel at your
           hotel for clearance. For a hard copy of your certificate, printing services will be available at your hotel.

        

18. You may call your relatives or respective Local Government Units to pick you up at your hotel or arrange your own transportation. Please note that the     
             LGU/relative picking you up must comply with the requirements of Laoag LGU for entry.


          If your ticket’s original destination is in Manila or outside Ilocos Norte Province, Philippine Airlines shall accommodate you on the next flight available to your
          final point of arrival (e.g., LAO-MNL, LAO-MNL-CEB, LAO-MNL-DVO, etc.).


  • For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your arrival in Manila.
  • For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your arrival in Manila.
  • For non-OFWs, please call our Reservations Hotline at (02) 8855-8888 for concerns and arrangements of your onward flights after your arrival in Manila.

Because of an additional domestic flight from Laoag, an airport terminal fee (or Passenger Service Charge / PSC) amounting to PHP 200.00 will be collected from you in Laoag International Airport upon check-in. This is a fee charged by the Philippine Government or Philippine airport authorities for the use of airport terminal facilities, and in this case, the use of Laoag International Airport for your domestic flight. The PSC is then remitted to the government or airport authorities upon the passengers’ flight departure from the airport. To avoid inconvenience, please prepare the PSC in Philippine Peso currency prior to check-in in Laoag.


19. If you have an onward PAL flight, please ensure to pre-register and secure all travel and health documents required by your destination’s 
         Local Government Unit (LGU). Click here for more information.

20. Please complete your quarantine or self-isolation under the monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).
