To ensure everyone’s safety and in compliance with Civil Aeronautic Board’s advisory on “Adherence to the Guidelines for the Operation of Domestic Passenger Air Transportation Between General Community Quarantine (GCQ) Areas,” including other requirements set by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), Philippine Airlines and its passengers shall strictly observe the following in all airport facilities and on board the aircraft:


  1. Mandatory wearing of face masks
  2. Effective August 15, 2020, passengers in PAL domestic (and international) flights must wear a face shield, together with a face mask, throughout the flight and inside the airports. The face shield must be of good quality—clear and sturdy with a snug fit that covers the entire face.
  3. Mandatory physical and social distancing and minimum contact at all times and in all places within the airport premises, and during all procedures, from check-in, boarding, inflight, disembarking to retrieving of check-in baggage
  4. Mandatory public safety announcements before closing of doors and during flight for cabin and health security protocols
  5. Strict compliance with safety procedures on handling of suspected/ill passengers on board, which include keeping the last three (3) seat rows of the plane vacant as isolation area for suspected ill passengers already on board
  6. Regular sanitation and disinfection of airline facilities and equipment, and in coordination with the airport authorities, all airport facilities and equipment, including lavatories, frequently touched surfaces, wheelchairs, trolleys, countertops, etc.; Daily first aid stocks available on board the aircraft.

Philippine Airlines shall do its best to observe social distancing measures inside the aircraft, subject to space availability. Family members and individuals travelling together as part of the same household may still choose to be seated together.

In addition, movement of persons in areas under GCQ for leisure purposes shall not be allowed. Persons below 21 years old, those who are 60 years old and above, those with immunodeficiency, comorbidities, or other health risks, and pregnant woman are also restricted except under allowed circumstances. Philippine Airlines may refuse to carry passengers who fail to comply with any applicable laws, rules, and government regulations of any country to be flown from, to or over.

This page contains the travel rules and requirements for each province, city, or municipality in the Philippines. Please note that there may be multiple travel requirements for each destination on national and provincial levels. We would also like to remind passengers that these rules are subject to change by the issuing local government authority and are issued for passengers’ and the public’s safety. As these requirements may change at short notice, the advisories below are meant only as a guide.

Returning Overseas Filipinos (ROFs) – returning or repatriated OFWs and other OFs

a. Foreign nationals or Filipino citizens in a specific locality within the Philippines who have expressed intention to return to their place of residence / home origin."

b. LSIs can be further classified to "workers, students, tourists, or other individuals stranded in various localities while in transit".

Batanes Province shall remain closed to tourists. Qualified returning residents as defined shall be allowed to return to the province of Batanes subject to such conditions and protocol below: 
1. Residents are person whose principal place of residence is the Province of Batanes by reason of one or a combination of the following (1) domicillary (2) location of family home and (3) place of work.
2. Acceptance of returning residents shall be per batch in such number as may be certified by the Provincial Health Officer every 15 days based on the current maximum number of bed capacity of the province to admit probable covid cases. 
Flights to Batanes shall be scheduled every 16 days with a maximum of 65 passengers only. This is in consideration of the capacity of the quarantine facilities in Batanes.

Returning residents must apply for the Cagayan Border Pass online through the Cagayan Province Information Office Facebook Page
1. Ensure that you have a Gmail Account so you can fill-out a Google Forms Application. Email address must be valid because the Border Pass will be sent through e-mail.
2. Make sure that you have one (1) of any of the following: Government-issued ID stating your residence in the province (School ID, Passport, Billing Statement, Certification from Barangay that applicant is a legitimate resident of such barangay in Cagayan), Statement under oath from family member, Test results RT-PCR and/or Rapid Test related to COVID-19 (Optional, for faster approval of application).
3. Secure a Health Certificate from the area where you are currently in before proceeding with your application.
4. Upon answering all questions, wait for the confirmation through e-mail or text message (SMS). Your application depends on the action, which your hometown will take. Your hometown shall likewise decide on the approval and application travel period. Please check your registered e-mail account regularly.
5. Wait for the Border Pass to be sent to your e-mail. Print/Save the Border Pass and present this to inspectors in the provincial Border Checkpoints.
6. REMINDER: After getting your Cagayan Border Pass, you still need to get a Travel Pass (Wait for DILG notice on how to secure one).
