Unaccompanied Minors (UM) 


Travel Restrictions: Due to the COVID-19 pandemic, Unaccompanied Minors may not be allowed to travel in some destinations. Travelers are advised to check the latest travel rules and requirements of the destination before traveling. 


Philippine Airlines offer Unaccompanied Minors (UM) and Young Passengers Traveling Alone (YPTA) services for children traveling without their parent or legal guardian who is at least 18 years old 

Age and Flight Restrictions for children traveling alone:

O to below 8 years old

Minor cannot travel alone. Must be accompanied by a parent or legal guardian

8 to below 13 years old

Minor can travel alone on DOMESTIC flights only. Must avail of the Unaccompanied Minor Service*.

13 to below 18 years old

Minor can travel alone on DOMESTIC and INTERNATIONAL flights. Must avail of the Unaccompanied Minor Service*.

Notes:

  • For Filipino National UM on an international travel, a travel clearance must be secured from DSWD.

  • Foreign minor passengers or non-Philippine passport holders traveling from the Philippines must check with their respective embassies for any applicable requirement.

 
 
 
 
 
 
 
 

* UMSF is only required for below 12 years old (8 to 11 years old). For 12 years to 18 years old it is optional. 

 

Requirements Unaccompanied Minors traveling from the Philippines: 

*Applicable to Philippine Airlines’ (PAL) Domestic and (PAL) International flights and PAL Express’ (PALex) Domestic flights. 

1. For International travel, Philippine Passport holders must secure an “authority to travel” clearance from the Department of Social Welfare and Development (DSWD).

Notes:   

2. For Domestic travel where children/minors are travelling to and from Davao, pursuant to City Ordinance No. 2491, otherwise known as the Davao City Children’s Welfare Code, it provides that the minors are not allowed to travel alone to and from Davao City without valid reason or without clearance issued by the Punong Barangay or permit to travel certification coming from the City Social Services and Development Office, City of Davao. 

3. The parent or guardian of the Unaccompanied Minor (UM) shall be required to accomplish the Unaccompanied Minor handling advice form. Click here to download the UM Form

4.The Unaccompanied Minors must be accompanied to the airport of departure and to be met at stopover point and on arrival by the persons indicated in the Unaccompanied Minor (UM) Form.

5. An Unaccompanied Minor badge shall be provided in the airport of departure for proper identification together with a special Unaccompanied Minor envelope containing all related travel documents. 

6. Passenger shall be charged 100% of the fare.

7. Unaccompanied Minor Service Fee (UMSF) shall be assessed on a per sector basis and shall be paid upon issuance of the ticket.

       Notes:  

  • UMFS is required for UM below 12 years old. For 12 to 18 years old, it is optional   

8. For partially used tickets where child’s fare was originally assessed, tickets will be reissued to reflect the full fare of the remaining coupons. Additional fare/taxes will be collected on top of the Unaccompanied Minor Service Fee (UMSF). 


Requirements for Unaccompanied Minors arriving in the Philippines: 


Reminder: Please note that only those minors endorsed by the Department of Social Welfare and Development (DSWD) shall be allowed entry to the Philippines. Please read the DSWD Procedure and Documentary Requirements for Minors Traveling Unaccompanied or Accompanied by non-relatives for the documentary requirements that must be submitted to the DSWD. 

The following documents must be presented upon check-in: 

1.Endorsement Letter from DSWD 

  • All arrival of unaccompanied minors and those arriving with a non-relative should be coordinated with DSWD no less than one (1) week before the expected flight schedule. 

  • Documentary requirements must be submitted to supportrofs@dswd.gov.ph  

2. Copy of Passport of the UM/YP 
3. Copy of Passport or ID of the minor's parents and authorized guardian in the Philippines. 
4. Authorization Letter - indicating the name and address of the guardian in the Philippines and that the parents are: 

- allowing the UM/YP to be alone inside the quarantine facility 
- the UM/YP will be monitored by the parents regularly  
- the responsibility of the UM/YP is on the parents and guardian and therefore in case of any emergency they will immediately go to the quarantine facility to check the minor 

5. Waiver of Exclusion Ground for foreign passport holders, as applicable.

6. Contact number of the minor, parents, and guardian 

7. Copy of Birth certificate

For 15 years old and below, they must be accompanied by the guardian in the quarantine facility. Below are the additional requirements: 
9. Negative RT-PCR Test Result of the Guardian 
10.Approved BOQ certification - indicating that the guardian is allowed to accompany the UM/YP inside the quarantine facility  

 

Specific Requirements for Unaccompanied Filipino Minors 
AGE 13-17 
Fully Vaccinated 

No quarantine required and no testing upon arrival if: 

  • with or without booster and with prior coordination with DSWD
  • with booster only 
  • with Negative RT-PCR test taken within 48 hours or negative Antigen test taken within 24 hours prior to departure from the country of origin 

Partially Vaccinated and Unvaccinated 
On arrival test and quarantine is required. 


NOTES: 

  • IN CASE OF NON-COMPLIANCE OF THE ABOVE REQUIREMENTS guardian from the LGU should accompany the minor during their facility-based quarantine. 

Requirements for the guardian: 

  • Negative RT-PCR test taken within 48 hours or negative Antigen test taken within 24 hours prior to check in at quarantine facility 
  • A signed waiver indicating the awareness of the risk of exposure and to accompany the minor until the completion of the facility-based quarantine

Unaccompanied Minor Service Fee (UMSF) 

 

Unaccompanied Minor Service Fee (UMSF) is refundable for the following cases: 
 
a. Passenger does not want to push thru with the flight 
b. An accompanying adult is available 
c. Passenger rebooks flight and turns 12 years of age on the new flight date 
d. Flight disruptions/cancellations
