Effective September 7, all non-Malaysian travelers from the Philippines flying to Malaysia and holding the following long term visa passes will not be allowed to enter Malaysia:

 -        Permanent Resident (PR)

-        Malaysia My Second Home Programme Pass (MM2H)

-        All Expatriates – including those with Employment Pass (Category I, II and III) Resident Pass-Talent (RPT), Professional Visit Pass (PVP – Experts Category) and Dependent Pass.

-        Resident Pass

-        Spouse/Child of Malaysians with long-term social visit pass

-        Student Pass Holders

-        Temporary Employment pass holders


Exemptions from the above restrictions may be considered for the following: 

-        Diplomats and their dependents who are eligible under the Exemption Order. Diplomats and Embassy staff who do not have required passes, such as those entering Malaysia for the first time, are required to obtain approval from the Director General of the Immigration Department through the Ministry of Foreign Affairs prior to travelling.

-        Professional crew/workers in the oil and gas industry with existing passes.

-        Seafarers (signing on or joining ship in Kuala Lumpur)


Seafarers who will enter Kuala Lumpur to join their ship are required to:

-        Undergo 14-day mandatory quarantine at quarantine station center designated by government of Malaysia at own/agency expense.

-        Undergo PCR swab tests upon arrival at the Kuala Lumpur (KUL) airport, at own/agency expense.

-        Submit Malaysian immigration clearance letter (Entry clearance).

-        Submit Letter of Guarantee (LOG) and OK To Board Advice from port of arrival by shipping agency.

-        Present their Seaman Book upon entry.

-        Submit Letter of Undertaking (LOU) and Indemnity Person Under Surveillance.

-        Submit PAL declaration release and waiver form.


International Transit Passengers

Passengers from the Philippines will be allowed to transit via Kuala Lumpur International Airport (KLIA) regardless of transit connection time, provided they remain inside the international Airside Transit Area of KLIA Terminal 1, which will not require them to go through immigration clearance.  Please also take note that NO AIRSIDE FLIGHT CONNECTIONS (INCLUDING BAGGAGE TRANFERS) BETWEEN KLIA 1 (TERMINAL 1) AND KLIA 2 (TERMINAL 2) will be allowed. A signed PAL declaration release and waiver form will also be required.

Transit passengers going through Malaysia are not required to undergo PCR testing; however they have to check and comply with the entry requirements of their final destination.


Entry of Foreign Tourists

The entry of foreign tourists is still not allowed at present, as a COVID prevention measure.  


Entry of Returning Malaysian Citizens

Malaysian citizens are allowed to enter Malaysia but must secure Travel Notice issued by the Malaysian Embassy and a Letter of Undertaking to bear the cost of quarantine upon arrival. Please be reminded to register via  https://mysejahtera.malaysia.gov.my  before returning to Malaysia.
